The role of libraries in the public production of truth

Abstract: On the case of the Chernobyl disaster the author shows differences in scientific and public understanding of events and the role of libraries in the production of truth. To improve the functioning of the library as an integral part of the social mechanism of the production of truth, the author considers conscious development of composition of storage of information and communicative function of the library fundamentally necessary.

Abstract: During 1997, the work of the commission was focused on expert examination of legislative and regulatory documents and discussions on scientific and practical problems. Attempts to solve the difficult problem to create a unified law allowing to address issues of social protection in events of any radiation accident, were made ​​repeatedly. Draft of the Law of the Russian Federation on social protection of citizens exposed to radiation during accidents and nuclear tests was prepared by the All-Russian Scientific Research Institute of Civil Defense and Emergency Situations, Ministry of Emergency Situations, and was submitted by the Ministry of Emergency Situations of the Russian Federation to the Commission (04.04.1997).

Abstract: Incidence of non-cancer thyroid diseases among prepubertal children exposed to radiation from Chernobyl in utero and resided in Zhizdra, Ulyanovo and Khvastovichi rayons of Kaluga oblast with different level of radioactive contamination was studied. It was shown that the rate of thyroid diseases incidence depended on natural iodine insufficiency in the areas of residence and radioiodine dose. The relative contribution of each of these factors can be estimated by difference between the incidence rate in exposed and unexposed children of the same age and the same area of residence.

Abstract: Descriptive epidemiological analysis of more than 200 thousands of new cancer cases over 25-year period (1981-2005) among population of the Belgorod and Bryansk Regions affected as a result of the Chernobyl accident was carried out. Age-gender dependencies of population oncopathology development during this period as well as the dynamics the incidence changes in separate nosological units were determined. It was shown that exposure in low dose after the Chernobyl accident led to wavy change of the incidence with the period 5-7 years and that radiation-induced incidence developed in the format of spontaneous one. The role of physiological factors of organism and processes of cell proliferation and differentiation in cancer development are discussed.

Abstract: Results of retrospective reconstruction of average individual radiation doses got by residents of the South Ukraine due to exposure to radioactive fallouts from the Chernobyl NPP are given in the article. In the work radiometry, spectrometry and dosimetry data collected in the territory of Nikolev, Odessa, Kirovograd oblasts and Autonomous Republic of Crimea were used. The study was carried out by the Nikolaev Research Laboratory Larani in 1986 and later.

Abstract: The paper presents results of reconstruction of absorbed internal and external exposure doses for the population on the contaminated areas of Belorus in 1986 on the basis of statistical analysis of the database on radiation monitoring of environmental media, foodstuffs and individual exposure. Consideration is given to the areas with 137Cs soil contamination density of above 0.185 MBq/m2 (5 Ci/km2). A model of basic distributions is proposed which can be used to estimate distribution of absorbed doses for evacuated population and those living permanently on these areas during 1986 with allowance for taken protection measures. The obtained results are compared to the prompt assessments made earlier which were used for decision making and with the features of formation of the radiation situation of the territories adjacent to Russia.
